Project’s title Support to the Ministry of State Administration and Local Self-Government of the Republic of Serbia
Description We provided assistance to the Ministry of State Administration and Local Self-government in assessing in depth the Administrative Legal Framework in Serbia and in undertaking its revision/adaptation to EU standards. This comprised a revised Civil Service Law, draft Law on Civil Servants, draft Law on General Administrative Procedure, draft Law on Administrative Court, and draft Law on Judicial Control of Administrative Procedure (Law on Administrative Dispute), and draft Executive Order of Internal Administrative Organization.

Project’s title System review of Public Administration Institutions of Bosnia and Herzegovina
Description We assisted the three BIH governments to design and carry out a system review of public administration institutions. The review focused on common functions across a number of institutions at all levels of Government and assessed the ability of administration to function in an integrated manner.

Project’s title Support to Public Administration Reform – Central government, Montenegro
Description We provided assistance to the Montenegrin Human Resources Management Agency as well as to the Ministry of Justice. As regards the development of the HRM Agency, the Project was expected to support the selection procedures and recruitment of the HRM Agency staff, and to develop different HRM and HRD procedures (external and internal). The next important task was to develop proper Information System of this institution i.e. to inter-connect the HRM Agency with the Personnel Offices of all Ministries and established governmental agencies of the Central Administration.

Project’s title Capacity Building Human Resources Management Agency and line Ministries Republic of Montenegro, Serbia and Montenegro
Description The purpose of the project was to improve efficiency and professionalism of the public service through both, the implementation of the civil service legislative framework reinforcing the two departments of the HRMA dealing with training and development and the IT as well as with the specific reinforcement of administrative capacity inside the Ministry of EU integration and International Economic Relations.

Project’s title Civil Service Training Program
Description We implemented the project which resulted in increase of participants’ knowledge about Slovenian experience in Human Resource Management, including legal aspect, role of the Ministry of Public Administration and HR units in public administration institutions, recruitment and appraisal system, system of trainings and other forms of professional development for civil servants.

Project’s title Provided training and lecturing at the Faculty of Administrative and European Studies, Kranj
Description We delivered lectures and training for students at the graduate and post-graduate levels during an academic year, execution of exams, mentorship for graduate and post-graduate students during their preparation to the graduation. The expertise comprised the following subjects (courses) that are taught by the staff of the Institute IPS from Ljubljana: Modernization of the Public Administration; Administrative Systems; Administrative Law; Civil Service System of the Republic of Slovenia; Comparative dministrative Law.

Project’s title Strengthening the Capacity of the General Secretariat, Sector for Policy Analysis and Coordination – Unit for Public Administration Reform and Unit for NGO Cooperation
Description The overall objective of the project was to strengthen the capacity of the General Secretariat – Sector for Policy Analysis and Coordination (Unit for Public Administration Reform and Unit for NGO Cooperation) and the Inter-ministerial Public Administration Coordination Committee in ensuring the continuity of the reform process, by continuously adjusting and developing the administrative system, due to fast changes in modern society and in the EU integration process.

Description The overall objective of the project was to assist in strengthening the operational capacities of the Directorate for Personal Data Protection, having a key role in ensuring of appropriate levels of transparency and accountability and protecting of fundamental rights of the citizens.

Project’s title Support to Public Administration Reform
Description The overall objective of the project was to enhance the efficiency, effectiveness and accountability of Public Administration in Serbia in line with the Public Administration Reform Strategy and in accordance with the requirements of the EU integration process. The concrete purpose of this contract was to contribute to the implementation of the Public Administration Reform Strategy and related Action Plans, in particular by enhancing strategic management, by supporting the rationalisation of public administration and by ensuring consistent human resource professional development.

Project’s title Support to Public Administration Reform
Description The Project “Support to the Public Administration Reform in Serbia 2010-2013” aimed to support the Ministry of Justice and Public Administration (MJPA) in implementing the public administration reform. Specific objectives are as follows:

  • By 2014 an effective organizational structure and increased efficiency of the public administration bodies involved in the project implementation has been achieved.
  • Specific requests for support to effective implementation of Serbia’s Public Administration Reform Strategy have been enabled by the Project Fund.
